About the Instructors

Scott Bowers, Master Electrician

Scott has been President of Main Street Electric Company Inc. since its inception in 1990 and employed in the electrical contracting industry since 1985. He is a graduate of the Associated Builders and Contractors, Baltimore Division (ABC)-an accredited Maryland Electrical Apprenticeship Program, as a Journeyman Electrician.  He is a Maryland Statewide Licensed Master Electrician, issued by DLLR and holds Master Electrician’s licenses in Baltimore City, Baltimore County, Carroll County, Howard County, Harford County and Anne Arundel County in Maryland.  He is a registered and Certified Master Electrician with the Middle Department Inspection Agency (MDIA) and is a member of the National Fire Protection Agency (NFPA) in the electrical sub section.  He is also a member of the International Association of Electrical Inspectors (IAEI) as a contractor member since 2006. He is a Past President of the Electrical Contractors Association of Baltimore County Maryland Inc. (ECABC) as well as the  Electric League of Maryland where he still sits on the Board of Directors and has been a code instructor since 2003.  Incaddition, he is the current Continuing Education Chairman for IEC Chesapeake, along with sitting their Board of Directors and has been a code instructor for them since 2012.


Edwin A. Cluster, Jr., Master Electrician

Edwin is currently working as a Senior Electrical Estimator in Baltimore, Maryland. He began his career as an electrician at Bethlehem Steel in Sparrows Point, Maryland. In 1970 he took a job with an electrical contractor and began apprenticeship school. He received his masters’ electrical license in Anne Arundel County in 1975. Two years later he began his own contracting company which grew to 30 employees and remained open for 23 years. During this time, Ed was very active in the Associated Builders and Contractors where he was on the Apprenticeship Committee, chairman of the Electrical Subcontractor Committee and served on the Board of Directors. He eventually became the Chairman of the Board for one year. Ed sold his company and moved on to a large electrical contracting company to assume the responsibilities of the VP of Operations. At this time, he also began teaching at night as an electrical apprenticeship instructor, where he taught fourth year electrical students for 12 years. He has been teaching CEU classes for the past three years for ABC Baltimore.



James Gernhart, Master Electrician

James is a Licensed Maryland State Fire Marshall Electrical Code Inspector, ICC Residential and Commercial Electrical Code Inspector and a retired Superintendent of Electrical Inspections City of Baltimore. In his over 30 years of experience as an instructor, he has taught apprenticeship classes for the BCJAP Apprenticeship Program and inspection classes for the City of Baltimore DHCD Electrical Inspectors. James brings valuable experience to the classroom from every aspect of commercial and residential construction.


Brett Warner, Master Electrician

Brett had worked for several local electrical contractors before joining the Baltimore Gas and Electric Company (BGE) in 1989. Since he has worked for multiple departments including: Underground Lines, Relay Control and Data Acquisition, Metering & Installation (M&I) and Strategic Customer Engineering-Customer Substations. Currently, Brett is the I&C Meter Inspector for Baltimore City in M&I, serves on the Maryland State Board of Master Electricians and has held his State of Maryland Master License since 1997.


John Woodall, Master Electrician

With over 40 years of involvement in the Electrical industry, John has been a Master Electrician since 1971 and has been instructing electrical training courses since 1990, when he held the position of instructor at ABC. John is also affiliated with multiple electrical associations where he has held several prestigious positions. John now serves on the Maryland State Board of Master Electricians.
